July 1996 to Dec. 1999 - Consultant for the Texas Education Agency (TEA)
Documented several legacy systems used by TEA. Converted the Generalized Extract and Maintenance System (GEMS) from using a TOTAL database to using a VSAM database. Converted the Foundation School Program (FSP) from using TOTAL to use VSAM. Saved the M204 files to sequential files for historical purposes because the M204 system will no longer be supported by the Agency. Tested the programs used to edit the PEIMS data submitted to TEA. Responsible for creating test data and logging problems with the edit programs.

Technology Applications Division.
I was responsible for the administration of the Model 204 data base systems plus I was part of the team that implemented and administered the DB2 data base. In addition, I was the computer security administrator and responsible for training personnel in the use of ROSCOE and the RPF language. I was also the unofficial source of knowledge on the PC platform.
Nov. 1984 to Feb. 1986 - Systems Analyst for TEA, Data Processing Division.
I designed and wrote programs used to provide on-line input to JCL for production jobs. I was also responsible for programming requests which required a quick response. In addition, I was the computer security administrator and responsible for training personnel in the use of ROSCOE and the RPF language.
July 1981 to Oct. 1984 - Systems Analyst for TEA, Data Processing Division.
I was responsible for budgeting and accounting for the Data Services Division's $3 million operation. I adapted the accounting system developed from '78 to '81 into a accounting system used to allocate computer costs to the ultimate user of the computer. I also designed programs to provide on-line input of data.
Sept. 1978 to June 1981 - Systems Analyst for TEA, Management Information Center.
I designed, programmed and documented an accounting system for use by public schools or other governmental entities using full accrual, encumbrance accounting and budgeting. The system has a modular design with dynamically called subroutines. Methods developed in this design could improve the development time required for other systems such as payroll and inventory. I was responsible for supervising from one to four people.
Sept. 1974 to Aug. 1978 - Consultant, Region IV Education Service Center,
Houston, Texas, under contract to the Management Information Center, TEA.
I served as project leader to implement changes in the Financial Accounting System. I supervised the installation of the system on various types of computers including IBM 370/165, IBM 360/40, Sperry 1100/4 and CDC 6600. I was responsible for supervising the modification of the programs so that it would work on each type of computer.
July 1974 to Aug. 1974
As a consultant, I designed a system to collect, edit, store and report on the independent audit reports of Texas public schools submitted to TEA by independent accounting firms in Texas.
Nov. 1970 to July 1974
As a consultant, I assisted in the development of the financial accounting manual for Texas public schools, Bulletin 679. I conducted workshops to explain the bulletin to school personnel. I assisted in the implementation of the EDP system developed to support the new accounting bulletin.
Nov. 1969 to Nov. 1970 - Accountant II, TEA, Business Office.
I reviewed the independent audits of Texas public schools and prepared letters to the school administrators for the Deputy Commissioner. The letters noted problem areas discovered in the review and offered potential solutions.
Apr. 1967 to Oct. 1969 - Captain, United States Air Force.
I served as the Accounting and Finance Officer for the Comptroller Directorate, Lowry Air Force Base, Denver, Colorado. My duties included direction and supervision of the financial support for the military installation. I was responsible for disbursements of approximately $78 million annually; computation of pay for 11,000 military personnel; financial reporting for appropriated funds, stock funds, operation and maintenance funds and construction funds. I supervised the preparation of expense reports, management reports, tax reports and financial trial balance reports. I was responsible for briefing the commander and his staff regarding the financial status of the base. I advised the various base activities such as supply, civil engineers, technical schools and maintenance on financial matters. I supervised a staff of more than 120 personnel.
Apr. 1966 to Mar. 1967 - First Lieutenant, United States Air Force
I served as Disbursing Agent for the Udorn Royal Thai Air Force Base, Udorn, Thailand. I directed the development of an organization composed of 28 personnel into an effective pay and travel unit capable of accurately paying 5,000 military and 1,000 local national civilian personnel, processing travel claims and paying commercial vendors and contractors. I was personally responsible for receiving, safeguarding and accounting for $2.5 million in cash monthly.
Aug. 1964 to Apr. 1966 - First Lieutenant, United States Air Force
I served as Accounting and Finance Officer at Carswell Air Force Base, Fort Worth, Texas. I was responsible for the installation and maintenance of prescribed accounting and disbursement systems. I also had pecuniary liability for the actions of 58 personnel in the disbursement of and accounting for public funds. I studied work processes and devised methods and procedures for emphasizing economy and effectiveness of operations.
May 1963 to Aug. 1984 - Second Lieutenant, USAF
I served as Deputy, Accounting and Finance Officer for Minot Air Force Base, North Dakota. I directed and supervised the installation of military pay on the NCR 390 electronic computer. I was required to test programs and adapt programs to local use. I was additionally responsible for the payment of approximately 5,000 personnel assigned to the base.
June 1961 to Oct. 1962 - Accountant for Peter G. Payte and Company, McAllen, Texas.
I was responsible for the independent audit of several accounts handled by the firm. This task included an audit of the annual postings to general ledgers, preparation of financial statements and preparation of federal, state and/or corporate income tax returns as appropriate. I worked in conjunction with other auditors in auditing and preparing financial statements for the City of McAllen, Texas and the City of Edinburg, Texas. I prepared tax returns for individuals based on assorted receipts and canceled checks that were organized into a usable format on working papers.
